District 3 Minutes, August 15, 2000

Members Present: Lois Forrester, Teresa Canton, Libby Clawson, Reta Greene, Doris Greer, Bob Hite, Teresa Johnson, Fran Kelsey, Andy Kirby, David Matheny, Pat Reighard,  Ken Rhymer, Pat Rhymer, Mike Smith, Mike Stanley, Pat Taylor.
Members Absent:  Loretta Clawson, Karen Coffey, Kay Goins, Russell Harris, Charlene Sheets.
Guest:  Gwen Evans Abbott

The SEANC District #3 Executive Board met Tuesday, August 15, 2000, at the North Carolina Vocational Rehabilitation Conference Room.  Chairperson Forrester called the meeting to order at 6:10 p.m.   She welcomed Gwen Evans Abbott, who works at the Employment Security Commission in Boone.

Teresa Johnson, District #3 secretary, called the roll.  A motion was made to approve the minutes from June 27, 2000.  The motion was seconded and approved.

Teresa Canton, District #3 treasurer, presented the treasurer’s report for approval. Currently there is a $9,057 cash balance and $870 in the money market account.   Expenses related to the newsletter are still outstanding.  Reta Greene moved to accept the report as presented.  Mike Smith seconded the motion, and the motion carried.

Board of Governors Report

Chairperson Forrester reported on the following activities from the Board of Governors meeting:   Dana Cope congratulated the state employees on receiving the largest pay increase in the last decade.  He assured us that it was because of the thousands of e-mails, phone calls, personal messages and the 5,800 strong at the rally on May 17th.   Since the rally 1,000 new members have been recruited.  The ratings of legislators will be in the next Reporter.  Many people have been pleased with SEANC’s work this year.  Annual financial statements are due to Central Office by October 15.   The candidates for Governor and Lt. Governor have been invited to Convention.  SEANC lapel pins will be available for districts to buy at $2.28.  We can purchase them for our use or we can purchase them for resale at $5.00 per pin.  The next legislative rally will be May 16, 2001.   There will be a magic show on Friday night at Convention; Ernest Brown will perform a Las Vegas style magic show.  Dinner tickets for Friday night must be purchased for each delegate ($28 each).  These tickets will be purchased by the district and will include the dinner, magic show and dance following.  Saturday night banquet tickets are also $28.  During the annual  Convention there will be an official announcement of targeted political races.  EMPAC tickets need to be returned to Mike Smith prior to leaving for Greensboro, if possible.  Members are encouraged to bring Teddy Bears again to give to the State Highway Patrol.  An announcement was made that Marvin Daniels needed a liver transplant.   There will be a memorial service Friday morning beginning at 8:30 a.m.  The Western Region orientation for 2000-2001 District Executive Boards will be October 17.  Lois reported there will be a voter registration drive held Friday, September 29 at SECU branches from 10:30 to 2:00.  Media Contact Forms are needed from state employees who are willing to talk to the media.    District web sites will be highlighted at the annual Convention this year.  Lois asked our webmaster, Pat Taylor, to make sure everything was up to date.

District #3 Committee Reports:

EMPAC:   Mike Smith reported an announcement regarding endorsed candidates will be made after Convention.
Policy Platform:   Libby Clawson reported consideration to add 3 days leave to the adverse weather policy.  There is also consideration to add 2 more days to annual leave and eliminate the partial hours to the monthly vacation leave.
Communications:  Pat Taylor distributed the draft of the newsletter for review.  Libby Clawson entered our scrapbook into the annual scrapbook contest.    Libby thanked Teresa Canton and Pat Taylor for all their hard work this past year.
Membership:  Bob Hite will be working with Nancy Foster during the Appalachian employee orientation programs.  During the next year there will be a focus to broaden the scope of recruiting.  Vickie Payne, Western Region Service Representative, reported she is willing to assist.  It is important to have a contact person in each agency.   Membership is up overall, and currently the western region is ahead.
Nominating:  The list of  new officers and delegates is printed in the newsletter.
Scholarship:  Mike Stanley asked members to be sure and submit the scholarship raffle tickets and money to him before Convention.  Be sure to return any unsold tickets as well.
Insurance:  No report.
Group Buying:  No report
Retiree:  Pat Rhymer reported there was a 4.2% increase in retirees’ July checks.
Fundraising:   A new shipment of dish cloths have arrived to be sold at Convention and locally.

New Business – Convention (September 7-9, 2000)
The sign up sheet for food items for the hospitality room was distributed.  See the list below to see what you agreed to bring.    Lois distributed the draft of the agenda for Convention.   All delegates are to be on the Convention floor by 1p.m. on Thursday, September 7, 2000.  Lois Forrester will not be on the floor until later that day; therefore, Doris Greer will sit in as chair until Lois arrives.  Delegates will meet in the hospitality room (370) for lunch on Thursday.   The following meals will be served in the hospitality room: Thursday- lunch; Friday- breakfast & lunch; Saturday- breakfast & lunch.  Toast, bagels, jams, jellies, etc. will be available between 7:30 to 8:30 a.m. each day.  We will request a late check out for the hospitality room on Saturday.  On Saturday, be sure to check the hospitality room for items you brought to Convention.  Otherwise any items remaining in the hospitality room by 1:30 p.m. Saturday will be thrown away.  A table has been reserved to sale items.  The dish cloths, dish cloth britches and raffle tickets for a country ham will be the items sold.  Mike Smith agreed to buy the ham and the district treasury will reimburse him.  Volunteers are needed to work the fund raising table; members agreed to take turns.  Bob Hite and Mike Stanley agreed to handle setting up the table.  Bob Hite will make the fund raising signs as well.  The dish cloths will sell for $1.50 each or 3 for $4.00.   We’ll start out selling the britches for $5.00; then if they aren’t selling, we’ll mark down the price.

There being no further business, the meeting adjourned at 7:50 p.m.
