  Background

Dr. Millsaps joined the faculty at Appalachian in August of 1972 after completing his doctorate at North Carolina State University with specializations in the fields of industrial organization and statistics.  In 1984, Dr. Millsaps was a Visiting Professor at the University of Sarajevo in the former Yugoslavia under the sponsorship the Fulbright Fellows Program.  He also was a Visiting Professor at The Virginia Polytechnic and State University in Blacksburg, Virginia.  His early research was on taxation in the petroleum industry and included published testimony before the Committee on Finance in the U.S. Senate and the Committee on Ways and Mean in the U.S. House of Representatives.  His work has been published in professional journals and volumes including The Energy Journal, Land Economics, and Public Choice.
