The Rivers Street Tunnels Upgrade is one of several projects underway at Appalachian State University to improve safety and aesthetics and to enhance the App State Experience.
The project supports App State’s strategic priorities, as well as the university’s goals and metrics associated with the University of North Carolina System’s strategic plan. It will benefit current and prospective students and their families, as well as faculty, staff, and campus visitors.
About
The Tunnels Upgrade project is an initiative by App State to revitalize critical passageways on campus that provide safe crossings underneath a busy four-lane street. The tunnels, which for many years have been dark and covered in graffiti, are on their way to becoming bright, secure pathways that reflect school spirit.
The upgrade includes sandblasting to remove old layers of paint from the tunnel walls and floors; replacing dim lighting with new, bright LED lighting; and installing 24/7 closed-circuit cameras to enhance security. The renovation — to be completed in two phases — aims to address safety concerns, ensuring that the tunnels are well lit, police patrolled and monitored, and slip-resistant, even in adverse weather conditions. By transforming this space, App State reinforces its commitment to providing a campus environment that is both inviting and secure.
The project’s design is poised to invigorate Mountaineer pride. Alongside practical improvements, the project also embraces aesthetic considerations and will include graphics that embody the spirit of App State.

Status
The upgrade of the Rivers Street tunnels commenced in early February 2024, with the installation of closed-circuit camera systems. The initial phase of sandblasting began March 4, 2024, and an estimated 8,000 pounds of old paint has been removed from the tunnels. Additionally, new LED lighting has been installed in both tunnels, and the remaining work for the tunnel closest to Edwin Duncan Hall will be completed on April 26, 2024.
Phase 2 of the project involves aesthetic upgrades to the tunnels, with the application of graphics that embody the Mountaineer spirit of App State. This renovation phase, to begin soon, will require daily closures of the tunnels for the graphics installation.
During the renovation, one tunnel will remain open at all times. Check App State’s interactive campus map for updates on tunnel availability and other construction areas.
In response to requests from students to explore additional options for free expression space on campus, Vice Chancellor J.J. Brown has developed a Free Expression Space Working Group. This group convened in April 2024 and will meet throughout the spring 2024 semester and into summer and fall 2024, as needed. Updates on this group’s work will be shared with the university community.

The project is supported by the university’s General Fund budget.

Upon completion, the Rivers Street Tunnels Upgrade will benefit a diverse group within the App State Community. Students will enjoy a safer commute, faculty and staff will find the improved infrastructure conducive to their daily routines and campus visitors will appreciate the enhanced aesthetic appeal and security measures. The project symbolizes the university’s dedication to fostering an environment where every member feels valued and protected.
